About David P. Osterhout, LCSW, BCD
David P. Osterhout, LCSW, BCD is a structural family therapist,
with 34 years of experience working with children and their
families.
He specializes in
Neuro-Developmental, Learning and Behavioral Pathology and
Neuro-Psychiatric Disorders. His private practice of 27 years,
is based on the cutting edge of research that brings Psychiatry,
Psychology, Neurology, Medication, Learning and Educational
Rights together to help families understand themselves and
their loved ones.
He is Board Certified to evaluate, diagnose, treat and testify
as an expert witness in his area of expertise of psychiatric
disorders in the Diagnostic and Statistical Manual of Mental
Disorders, in fifty states. David received his Masters degree
(MSW) in Clinical Social Work at Rutgers University and his
training in structural family therapy from Philadelphia Child
Guidance Clinic. He has been affiliated with Philadelphia Child
Guidance Clinic since 1978, which merged into Children’s
Hospital of Philadelphia, Children’s Seashore House and
University of Pennsylvania department of Psychiatry. His credentials
include Board Certified Forensic Evaluator (ACCFC), Board Certified
Cognitive Behavioral Therapist (CCBT), Board Certified Diplomate
in Clinical Social Work (BCD) and has achieved status as a
Qualified Clinical Social Worker (QCSW). He was awarded a Diplomate
membership of the National Registry of Clinical Social Workers
(DCSW). These credentials meet National standards of training,
experience and supervision established by the American College
of Certified Forensic Counselors, National Board of Cognitive
Behavioral Therapist, The American Board of Examiners of Clinical
Social Workers and the National Association of Social Workers.
He is also a licensed Clinical Social Worker (LCSW), in the
State of New Jersey.
A focus of his private practice, as a New Jersey School Social Worker (LSSW),
has been to present his client’s needs at Child Study Team meetings in over 40
school districts, in the Tri-State area. When necessary, he represents his client’s
needs as an expert witness for educational due process hearings in Administrative
Court proceedings.

David is a founding member of CH.A.D.D (CHildren with Attention
Deficit Disorder) of South Jersey and was a member of their
Professional Advisory Board
for 20 years. He also was the Professional Facilitator and Advisor for the
National Tourette’s Association support groups of South Jersey for 24 years. He is a cofounder
of two professional “think tank” groups that, by design, research and
experiment with various multi-disciplinary treatment modalities in treating
Neuro- Developmental and Neuro-Psychological Disorders. He also is a member
of two
Clinical peer supervision groups of therapeutic processing skills. He functions
as a court neutral expert witness for Burlington County Family Courts in differential
diagnosing and recommendations.

David’s range of experience in Mental Health Disorders and the pathology that
affects learning, behavior and function is extensive and diversified. His own battle
with Attention and Learning brings a unique mixture of understanding and
experience to his style of helping families. Protecting children in any setting is his
